Often yes, if you have the licence key. Old Office versions (2013, 2016) and Adobe (CS6 and earlier) can be reinstalled cleanly. For Adobe Creative Cloud or Office 365 subscriptions, even simpler: I reconnect you with your credentials.

No need to transfer — Gmail is in the cloud, you log back in on the new PC and it is all already there. I simply set up the mail client (Outlook, Thunderbird, Mail) with your credentials if you use a local client rather than the browser.
